The Municipal Clerk plays a vital and multifaceted role, serving all levels of municipal government. Often referred to as the “Hub of the Municipality,” the Clerk’s Office is the official repository for all municipal records, including minutes, ordinances, resolutions, contracts, bonds, and archival documents.

The “CORE” responsibilities of the Municipal Clerk include serving as the Secretary of the Municipal Corporation and custodian of the Municipal Seal, as well as Secretary to the Governing Body. In this capacity, the Clerk prepares meeting agendas, maintains the official records of all Council proceedings, oversees legal advertisements, administers and records oaths of office, and serves as a liaison between the Governing Body and the public. The Clerk also functions as the Chief Administrative Officer of Elections, Chief Registrar of Voters, and performs additional duties as required by statute.

 The Clerk’s Office is also the issuing authority for various licenses and registrations, including dog and cat licenses, liquor licenses, cannabis business licenses, and bingo and raffle licenses.

The Borough Clerk’s Office is staffed by the Borough Clerk, Deputy Clerk, and Office Assistants. In the absence of the Borough Clerk, the Deputy Clerk is authorized to perform all duties and functions of the Clerk.

The Municipal Clerk’s Office works closely with Council members to provide Glassboro residents with information and services. The staff includes Borough Clerk Karen Cosgrove, Deputy Clerk Kathleen McLeer, and Office Assistant Sheila Ortiz, who are always happy to assist residents with concerns, Council matters, or any other assistance needed.

Tort Claim Notice - Contact The Office Of The Municipal Clerk For All Notices Of Tort Claim Forms.

Public Notary - Our office provides notary public services. Current photo ID is required. The fee is $2.50 per seal

Biodegradable Bags - Biodegradable bags (for leaves or grass clippings) Set of five (5) for $2.

Dog & Cat Licensing – Complete the Pet Licensing Form on the Right Side of this page. Provide Spay/Neuter Certificate and Proof of Rabies Vaccine. $12.00 for Spay/Neutered Pet. $15.00 if Unaltered.

Registrar Services – Birth, Marriage & Death Certificates. Must have a Current, Government Issued, Photo Identification & Proof of Relationship to Person on Record. $20.00/Certified Copy. Marriage License Applications are by Appointment Only.

Voter Registration – The Borough Clerk’s Office is able to Assist with Voter Registration, Changes to Voter Registration Information, and Vote by Mail Ballot Applications. The Borough Clerk’s Office also Accepts all Local Election Petitions.  

Street Opening Application – Necessary for any Construction which Meets a Public Roadway.

Curb and Sidewalk Waiver Application – Necessary for New Construction where Builder is Requesting No Sidewalk and/or No Curb. The Waiver Application request must be submitted as a formal letter addressed to the Governing Body. The requestor must also include a check in the amount of $200, payable to the Borough, to cover engineering review fees.
